Forestation in the region began in 1869, when ornamental trees were first planted in Karakol near the house of the military commander and along the city streets. The first garden in the Issyk-Kul region appeared in the middle of the 19th century and belonged to the manap Borombai.
It was laid out near his winter hut on the bank of the Dzhuuka River. However, after the winter hut was destroyed as a result of feudal strife, gardening traditions in the Eastern Issyk-Kul region were lost for a long time. In 1870, Przhevalsky's military doctor, Dr. Ignatovsky, planted several fruit trees in his yard, the seedlings of which he brought from the Vernensky garden.
His initiative inspired many, including the Kyrgyz, to take up gardening. By the beginning of the XXth century, large industrial gardeners appeared among Russian city dwellers, peasant settlers, and also partly Uzbeks, Tatars and Dungans, who made a significant contribution to the development of gardening in the region.
By 1913, 2,203 Kyrgyz households were engaged in gardening in the Przhevalsky district. Their gardens contained 19,700 apricot trees, more than 13,000 apple trees and about 500 pear trees. In addition, tens of thousands of ornamental trees grew along the irrigation ditches, on the borders of household plots and in winter camps.
The founder of the first park in Karakol is considered to be the doctor and city mayor N. M. Barsov. In 1889, Nikolai Matveyevich Barsov became the first city mayor of Karakol. He allocated a plot of land of 18.5 hectares for the city's landscaping.
Barsov devoted his free time after work, as well as weekends after church services, to his garden. In search of the best seedlings, he even went to Pishpek and Verny. He was helped by a local farm laborer, Zhamansary Bek uulu, who followed Barsov relentlessly, trying to remember each of his works and adopt the knowledge of the Russian doctor.
Over time, he continued the work of his mentor and headed the city's landscaping service. Later, this park was recognized as one of the best garden and park ensembles in the Turkestan region.
The townspeople began to call it "Barsovsky". One of the newspapers wrote:
"This is a truly outstanding creation of the human mind and love of gardening, where majestic spruce trees with pointed tops neighbor fragrant Almaty apple trees, juicy apricots and dark purple cherries." The park still exists today, but now bears the name of the Russian poet A.S. Pushkin. However, among local elders it is still known as "Barsovsky".
By 1990, the A.S. Pushkin Culture and Recreation Park and the Komsomolsky Park were functioning in Przhevalsk, the 50th Anniversary of the USSR Park was in Naryn, and the Seyil Park was in the village of Kochkor. There were also culture and recreation parks in the city of Issyk-Kul and the village of Tyup.
At the same time, the formation of parks in Cholpon-Ata and the Jetioguz region continued, and green areas were present in all major settlements. In 1979, the Przhevalsky and Cholponatinsky green areas were created, which were part of the republican production and operational association "Kyrgyzzelenkhoz". In Naryn, the city's municipal enterprises plant was responsible for the maintenance of green spaces.
