The Congress Hall (until 1999 - the Virgin Gardens) is located in the center of the old part of the city, compositionally closes the ensemble of the old square. The construction of the building was begun on October 15, 1961, and completed in 1963.

The palace was built by the project of Latvian architects P.Yu. Fogeds, O.N. Krauksha, D.K. Danneberg. It was designed for 2,355 seats and in terms of scale and system of equipment for that moment was considered the second in the USSR after the Kremlin Palace of Congresses.

In the interior decoration materials were used: marble, wood, stainless steel, aluminum, polymeric materials. The composite foyer center is a panel made of smalt, made by the author Opryshko P.G. on the topic: "Tselina ¬cosmos."
The interior of the cafe presents a relief of glazed ceramics on the theme “Virgin Soil Youth”. The exterior of the Palace of virgin lands, in contrast to the interior, is designed in strict gray and blue tones. Exterior materials are: granite, limestone, ceramic tiles, high-quality stone plaster, polished aluminum and glass.
