The Victory memorial complex was opened in 1995 in Ust-Kamenogorsk, located at the confluence of the Irtysh and Ulba rivers. The authors of the monument to the heroes of East Kazakhstan who fell during the years of the Great Patriotic War of 1941 - 1945 are the sculptor V. S. Rappoport and the architect S. P. Khristoforov.
The preliminary design of the memorial was made by the Ulba Design Institute (UPKI) of the production association Ulba Metallurgical Plant. The memorial zone of the monument includes a mound - a symbolic burial, an obelisk on a pedestal, eternal flame, a square of memory.
The Wall of Heroes is faced with slabs of red granite with bronze names of fallen compatriots - Heroes of the Soviet Union, the wall of sorrow - gray granite and the main text inscriptions. The compositional center is a stele directed at the sky, covered with titanium plates.
The eternal flame symbolizes the memory of the dead heroes. The general architectural and artistic solution is to use granite, marble, bronze in the decoration, giving monumentality to the entire structure.
