Victory Memorial Complex is located at an altitude of 285 meters above sea level, located at confluence of Ulba and Irtysh rivers, on Slavsky embankment and Protozanova Street, in southern part of town of Ust-Kamenogorsk in East Kazakhstan region.
The Victory Memorial Complex was opened in 1995. The authors of the monument to the heroes of East Kazakhstan who fell during the Great Patriotic War of 1941 - 1945 are sculptor V. S. Rappoport and architect S. P. Khristoforov. The preliminary design of the memorial was carried out by the Ulba Design Institute (UPKI) of the Ulba Metallurgical Plant production association.
Memorial zone of Victory monument in town of Ust-Kamenogorsk includes:
- mound - symbolic burial, obelisk on a pedestal,
- the eternal flame symbolizes the memory of fallen heroes.
- memory area.
- a wall of heroes and sorrow. The Wall of Heroes is lined with red granite slabs with the names of fallen fellow countrymen cast in bronze - Heroes of the Soviet Union, the Wall of Sorrow is gray granite and the main text inscriptions. The compositional center is a stele facing the sky, covered with titanium plates.
The general architectural and artistic solution is to use granite, marble, and bronze in decoration, giving the entire structure a monumental appearance.
