"Semirechye is the name of our region. It seemed to me that it was necessary to somehow reflect this: seven rivers, therefore, seven water streams. Here the water flows into a round reservoir, each gutter bears the name of one of the rivers of Semirechye. The meaning is deep. All seven rivers flow into Balkhash. Zhetysu fountains (from Kazakh Semirechye) are located at an altitude of 861 meters above sea level, at beginning of Tulebaev Street on corner with Abay Street, below monument to Mukan Tulebaev in Medeu district of Almaty.
The Semirechye fountain was designed and developed by Mels Kamarovich Safin, known for his works: the Dandelion fountain in the park near the T.K. Zhurgenev Academy of Arts, Nedelka and others. The author put a deep meaning into the design of the Semirechye fountain, which was implemented in 1970, implying the process of the flow and confluence of seven rivers of his native Semirechye region (seven water streams through gutters into a common pool) into Lake Balkhash.

Further, the fountain stretches in the form of three water mirrors.
The fountain has seven springs, personifying Semirechye. Previously, Tulebayev Street was called Fontnaya, then Sergipolskaya. Later, already under independent Kazakhstan, a monument to the famous Kazakh composer Mukan Tulebayev was erected in front of the fountain.
